Sir Edward Grey to Mr. Whitelaw Reid.
Foreign Office, January 29, 1909. I HAVE the honour to acknowledge the receipt of your note of the 15th instant, informing me of the view taken by the American Government of the situation at Harbin, and of the communication made by them to the Russian Ambassador on the subject.
Recently, at the request of his Russian colleague, His Majesty's Minister at Peking furnished him with his views as to the best solution of the Railway Settlement difficulty, and advocated, as Mr. Fisher has done, the conversion of Harbin into an International Settlement.
Sir J. Jordan has since been informed that his view has the concurrence of His Majesty's Government.
It affords much gratification to His Majesty's Government that their views and those of the American Government upon this subject should coincide.
